Continuous Professional Learning Program audit findings

Each year, the College selects members for a review of their CPL Portfolio records to confirm that they are complying with their Continuous Professional Learning (CPL) Program requirements and provide feedback, if needed.

In 2025, the College audited members in March and September. Selected at random, members represented the diversity of membership in terms of geographic district, language preference, employment type and setting.

Findings

  • Most of the members who were audited work full-time in licensed child care.
  • 67% submitted their documents in the first 30 days.
  • 30% of members submitted their documents within the final 30 days before suspension.

In the CPL Reflection and Planning Tool, members are asked to identify the Standards of Practice that relate to their learning goal. This year, the most common Standards of Practice members cited in their CPL Portfolios are shown below. As a reference, we have also included examples of College resources that can be used to support learning related to those Standards.

Some of the most common professional learning goals seen in members’ portfolios were based on the following themes:

  • Supporting neurodivergent children
  • Prioritizing mental health of educators and children
  • Communication strategies with parents and colleagues

The learning activities that members included in their CPL Portfolio included:

  • Conferences
  • TedTalk videos
  • Podcasts and the College’s practice guidelines

Documentation that members included in their CPL Portfolio submissions included:

  • Workshop certificates
  • Continuing education course transcripts
  • Handwritten notes/personal reflections
  • Professional development worksheets
  • Attendance records or agendas from conferences
  • Slide decks from presentations

Member feedback

Audited members were surveyed to collect feedback on the process. From those who completed the survey, here’s what we heard:

  • 72% felt that the instructions to submit were clear
  • 52% were satisfied with how quickly the College reviewed submissions, and the majority of respondents felt the feedback provided was easy to understand.

When if they used additional materials and information sources for support with the audit process, we heard:

  • 72% used CPL Portfolio Cycle resources,
  • 27% reached out to colleagues; and
  • 25% viewed CPL webinars

When asked to describe how they will incorporate the feedback into their next portfolio, we heard:

  • “Learning is growing and I will use this experience to my advantage.”
  • “One goal is enough. Not 3 goals.”
  • “Not rush to complete, read through all requirements.” 

What members need to know about the CPL Program and audit process

All RECEs are required to fulfill the CPL requirements, regardless of employment status, role or practice setting.  This includes members who are retired or working outside the scope of practice. Members who are selected for an audit are notified by e-mail with instructions to submit their portfolio documents within 30 days through their My College Account.

Once the member submits their CPL records to the College, they are reviewed and if complete, a confirmation of compliance is sent to the member. Feedback is provided to members, if needed.

The member will receive an email from the College if their required CPL documents are incomplete. The member will have the opportunity to re-submit to comply with the audit.

If documents are not received within 30 days, members receive a Notice of Intention to Suspend their Certificate of Registration for failing to comply with CPL Program requirements. The suspension is carried out if the member fails to provide the required documents within 60 days of receiving the Notice.

Tips for members

  • You may choose to download the PDF or Word version of the components along with the CPL Portfolio Handbook, or you can request a mailed hardcopy for free.
  • Safely keep your CPL Portfolio and all related supporting documentation for two years.
    • Consider saving a backup of your file to a USB drive or e-mailing it to yourself as an extra precaution. Do not leave it at your workplace.
  • The CPL Portfolio is to be completed in one year with a single, well-formed learning goal that reflects your professional development needs and interests in early childhood education.
  • Your CPL Portfolio must be your own work and should not be a copy of the College’s examples, a reproduction of another person’s words, ideas or certificates, or produced by AI technology.
