Council meets four times a year to oversee the College of Early Childhood Educators’ (College) activities in regulating the profession in the public interest.
At the meeting held on October 22, 2024, Council approved the audited financial statements for the fiscal year that ended on June 30, 2024. Council also received reports summarizing activities over the full fiscal year.
Fostering Continuous Professional Learning
The Professional Practice department develops resources to support RECEs and also oversees the College’s Continuous Professional Learning (CPL) program. CPL is a key aspect of professionalism that enhances RECEs’ knowledge, skills and judgment throughout their careers.
In the most recent fiscal year, this department monitored RECEs’ completion of the Sexual Abuse Prevention Program. This Program supports RECEs’ commitment to the personal safety, health, and well-being of all children; empowers them with proactive approaches to help prevent child sexual abuse; and helps reinforce the position of trust they have with families and their communities.
The Professional Practice team communicated with RECEs who had not yet met this requirement. This prompted over 10,500 additional RECEs to complete the program within an average of 23 days.
Efficiently and Effectively Managing Complaints
The Professional Regulation department considers and investigates concerns related to possible professional misconduct, incompetence and incapacity of members of the College.
Compared to the fiscal year that ended in June 2023, the most recent fiscal year saw a 16% increase in new files opened. There were 653 active files at the end of the fiscal year.
The Professional Regulation Department continues to work diligently to manage this caseload efficiently and increased the number of cases that were closed administratively by 28%. This allows files to be closed without a full investigation where it is safe and in the public interest to do so.
By contrast, after full investigations the Complaints Committee refers the most serious cases for hearings before the Discipline Committee or the Fitness to Practise Committee. There was a 77% increase in the number of cases referred to the Discipline Committee in the most recent fiscal year.
